    DEPARTMENTAL MISSION STATEMENT

    As the financial center for the Trial Court, the Fiscal Affairs Department prepares and receives budget requests and oversees and processes all financial transactions from funds appropriated by the legislature and available through grants, trusts, and capital allocations for all court divisions, the Office of Court Management, the Administrative Offices of the seven Trial Court departments, the Sentencing Commission, the Office of the Commissioner of Probation, and the Office of the Jury Commissioner.

    POSITION SUMMARY

    Working within the Fiscal Department of the Office of Court Management, the Senior Financial Analyst (SFA) is responsible for supporting the operational and financial analysis and reporting that drive, strategic planning, capital expenditures, and budgeting for the Trial Court Fiscal Department. The SFA will provide granular analytics using Excel modeling, data management, and support financial planning. This position will be responsible for managing complex financial models and analytical tools used to measure financial performance at any time, including short and long range utilization data for financial/budgetary forecasts and strategic planning. The SFA engages in the preparation and distribution of monthly/quarterly financial reports with operating results (consolidated and departmental level) and supports quantitative and qualitative analysis of key variances and trends, highlighting both risks and opportunities. The SFA works closely with the management team of the Fiscal Affairs Department, and may supervise less senior fiscal staff.

     

    SUPERVISION RECEIVED:

    Reports to the Manager of Financial Planning and Analysis, and receives work assignments and general supervision in performing duties which require independent judgment, initiative, and an attention to detail.

     

     

    MAJOR DUTIES

    Extracts data from internal and external systems and analyzes financial results, evaluating data against underlying assumptions used to forecast budgets;


    Maintains and improves complex excel financial models and uses granular analytics (Operating Forecasts), that are shared with the CFO and other Trial Court senior management and officials;

     

    Generates a variety of financial reports that present data in a concise and useful fashion, measuring the overall financial situation at any time, including short and long range utilization data for financial/operational forecasts;


    Prepares and distributes monthly/quarterly financial reports with operating results (consolidated and departmental level)


    Provides quantitative and qualitative analysis of key variances and trends, highlighting both risks and opportunities;


    Reports financial results to the CFO and offers strategic insight relative to budget maximization, cost containment, and general resource consumption;


    Creates detailed specifications using appropriate tools for data extraction; and report development, including development of use-case templates;


    Critically evaluates data gathered from multiple sources to assess optimal methods to address user needs;


    Maintains full technical knowledge of development tools and methods within a particular platform or technology;


    Creates detailed project plans for development efforts and report design specifications;


    Manages issue identification and problem resolution processes associated with existing reports;


    Performs moderately complex maintenance and problem resolution related to existing reports and assists in troubleshooting and assessing various infrastructures;


    Utilizes appropriate techniques to ensure data analysis and presentation integrity throughout reports designed and developed;


    Prepares and coordinates system-wide data collection and prepares related financial reports;

     

    Gathers financial data and to analyze complex issues related to the budget;

     

    Prepares automated spreadsheets for internal use and/or for use by courts and offices;

     

    Performs related duties as required.

    POSITION REQUIREMENTS

    These are the minimum requirements necessary to apply for the position of Senior Financial Analyst:

     

    A Bachelor’s Degree in from an accredited college or university; a Master’s degree is preferred;

     

    Five (5) or more years of experience in related experience in fiscal analysis, modelling, and advanced report generation;

     

    The understanding of in-depth financial analytics across complex platforms;

     

    The ability to develop cutting edge analytics via extensive Excel modeling;

     

    The ability to provide utilization data reporting to support business decisions;

     

    Ability to develop and troubleshoot complex SQL statements used to obtain data in support of existing and developed reports;


    Experience preparing technical documentation for reports and queries developed;


    Demonstrated ability to adapt quickly to changing circumstances and develop workarounds for issues that require timely resolution;

     

    Demonstrated ability to research issues and to recommend feasible solutions;

     

    Demonstrated ability to independently complete assignments and to handle multiple assignments;

     

    Demonstrated ability to analyze and determine the applicability of financial data, to draw conclusions and make appropriate recommendations;

     

    Demonstrated ability to maintain accurate records;

     

    Strong interpersonal skills and the ability to work professionally with persons at all levels, including judges, and to maintain effective working relationships;

     

    Demonstrated ability to handle sensitive matters on a confidential basis;

     

    Ability to travel to courts within the Commonwealth;

     

    Ability to perform highly complex and non-routine projects.
